Enabling Community-Centered Inclusive Development and Environmental Rights, Continuation
Brief Overview
In partnership with FORUM-ASIA and the Community Self Reliance Centre (CSRC), a joint initiative is underway in Dhanauji Rural Municipality, Dhanusha District of Madhesh Province to ensure land rights and promote social and economic empowerment of the Haruwa-Charuwa communities.
In the first phase of this initiative, activities were carried out to map the community context and advocate for land rights. These efforts aimed to document lived experiences and conditions, address structural barriers related to land, and strengthen the leadership capacity of local actors to secure land rights.

Project 1: Community Context Mapping and Land Rights Initiatives
Duration: March–August 2025
Objectives:
- Collect, analyze, and publish data on economic status, social structure, land rights challenges, and climate impacts affecting the Haruwa-Charuwa communities.
- Facilitate the entry of collected data into the National Land Commission’s information system (NALCIS) to support the issuance of land ownership certificates to landless families in Dhanauji Rural Municipality.
Key Activities:
- Context analysis of five communities, publication of findings, and use as advocacy materials
- Training and technical support for data entry at the ward level

Project 2: Advocacy and Leadership Capacity Initiatives
Duration: March 2025–September 2026
Objectives:
- Strengthen advocacy and leadership capacity within the Harwa-Charwa communities
- Ensure direct dialogue with stakeholders and effective participation in policy processes
Key Activities:
The initiative will include ten targeted lobby meetings and advocacy campaigns to elevate the voices of the Haruwa-Charuwa communities in policy spaces. A three-day advocacy training will be organized to strengthen leadership capacity among community representatives. Additionally, tailored action plans will be developed and implemented at the community level, ensuring sustained engagement and locally driven solutions.

Through these two agreements, FORUM-ASIA and CSRC jointly aim to ensure land rights for the Haruwa-Charuwa communities, promote leadership development among community leaders, and promote social and climate justice.
